The article considers issues in the development of planning documentation for rural municipalities in accordance with the Urban Planning Code of the Russian Federation with reference to the overall structure of documents. Based on tacheometric analysis, the author suggests ranking settlements by level of development potential and proposes initial steps to be taken in this process.
